There is an older low emission zone which starts well outside central London. Mainly for pretty old diesel trucks. Not sure any car ever fell foul of it. A mate's mobile home does, though.

My only experience of Belgium was driving through it one night while travelling from Stuttgart to Calais avoiding toll roads. It smelt of cabbage.
Worked there 6 months. It is after all a shithole.
