Bad politics and an over zealous forcing attitude by the authorities. As in most places, only those with a hobby-horse bother to stand for election.
In some ways this is understandable, because only 23% of Welsh actually understand the language, far less speak it. (2002 figures)
The facilities in school are quite good, and those that wish it, can become proficient. Sadly, few want to, not many computer games are in Welsh. :((

Kywaith Kyfieithu, fresh from the release of KOffice 1.3.3 in Welsh last week and an infusion of translations from a talented Breton this week, has launched its new subproject, Hwyl a Sbri (Fun and Games). This will provide Welsh versions of the 29 games distributed with KDE, and will add another 4% of Welsh to the KDE/KOffice desktop. KOffice is a full-featured office suite for the Linux desktop, and will be available for free with most Linux distributions, including the next version of Cymrux, the Linux-in-Welsh CD
