Themed kits are a way to hook into the band wagon of big marketing budgets for that theme. Remember we are dealing with kids/people with under stimulated imaginations. Put two identical "kits" on the shelf next to each other with the same price tag. One just listing and showing the parts in the box, the other with a major theme (Star Wars, Harry Potter, WHY) and a picture of what the kit will build. Which one will sell the most?

I order components for the studetns via an on-line order form, when they come to collect their stuff I asked them who they are and most have to check who they are via their phone.
I've been asked to buy some compasses for the group of students because they haven;t got compasses (the sort that draw circles) why does a uni have to supply students with such things , some don't even have pens or pencils.

I had assumed that the job would have been properly risk assessed and the selection of extinguisher was appropriate for those who may have need to use it. And anyone with any experience at all about fixing things to a wall wouldn't need a risk assessment to know what would be satisfactory or not. As I said, you are obviously totally lacking that.
It would seem that your stupidity is all encompassing, or you are simply being excessively obtuse. The person in charge of the unskilled chap who didn't properly do the job is to blame. He should have known that a Dave Plowman like individual was being tasked and should have acted accordingly.
