How does a Wi-Fi only tablet route on Google Maps when on the road?

It would seem obvious to me. It knows it doesn't have GPS. It knows it doesn't have cell service. It knows it doesn't know precisely where you are, it's apparently based on what wifi points it sees. So, it's not going to keep fiddling with routes and such when it's not reliable. We already have people driving onto railroad tracks instead of the road because they blindly follow GPS. This would be an inaccurate, liability disaster. It shows you the planned route and it's guesstimate of where you are.
