Looks like a proximity sensor alarm.
A security device. Common on some building sites when there?s no human presence.
They have proximity detectors that trigger a spoken message warning of contact with the police. I dare say they have cameras too.

It probably phones home so they can see you carrying it away and where you're carrying it to.
Unless you drop a faraday cage over it using a drone :-)

Essentially, all you need to steal this device is a disguise and a roll of kitchen foil. It doesn't even seem to be bolted down.

Is a DB a Decabel, ie 100 dB?
No, it would be 1000dB.
