I think that's legally ill-advised. It suggests too strongly that the buggy-pusher set out with a clear motive to damage the car rather than to convey that very young children are at risk from those who speed.
By the same token, I think Adam's ketchup would be better if accompanied by some other purchases. No harm at though if they are all ones the local shop is prepared to accept back and refund - if they are undamaged.

I find that annoying ... a local dual carriageway bypass was NSL for decades, I only recall seeing accidents on it at the roundabouts. Recently the entire bypass has become 50mph apart from the lead up to the roundabouts which are 30 (which is sensible).
You can be stuck behind a HGV for miles, reach the dual-carriageway section and then be unable to overtake legally due to the speed limit.

Traffic congestion isn't steady state. You can try and argue with silly conditions if you want but you will lose like you always do. The point at which serious congestion starts is a lower volume of traffic at 70 mph than it is at 50 mph. So if you slow the traffic before congestion starts you get more traffic through without congestion. Its a simple principle that you should understand. .
