But isn't that the whole point, he *chooses* to select a pump, he could use a 'normal' pump and then he could just drive up to any 'mixer' pump, just as people should be allowed to *choose* how they deal with recycling - be that awarding themselves brownie points (perhaps that should be 'greenie' points...) or paying the council to deal with the issue - as others have said, if CT went down if the house-hold reduce their waste then there would be far more support for these measures but it is very clear that recycling / global warming is being used to impose a form of stealth tax less service for more money...

Exactly. One stop shop. Just like rubbish disposal.
