What is the advantage of something like these

from little foam rubber cylinders that you roll between your fingers and stick in your ears?

Which is better? Is it significant?

They give no decibel reduction rating and may not be much different from ear plugs.

Lots of stuff on line about this:

The muffs are harder to use improperly and good ones provide significantly better protection. There is also the problem that a lot of people don't want something stuck in their ears all day.

Scroll down it is 25dB(A) NRR

I did but missed it as it was above product information.

When I shoot I wear plugs and muffs but have muffs with sound enhancement that cuts out with loud noises.

If you're a supervisor you can see the muffs across the shop floor and know if the employee is wearing them.

If they wear glasses (and safety glasses are probably also required) then the muffs can leak sound.
