It's for twisting wires. "twist wire pliers" pulls up hits. Never used 'em myself. Apparently, if you use safety wire a lot, it's a handy tool.
Ah-Ha ... I've never knew of them. .. I was searching for vintage pliers.

I got one, with a spool of stainless wire, from HF a couple of years ago. They come in handy once in a while (the reason I bought them from HF). Stainless "tie wraps" are useful, as well.
