If you think about it, you may agree that the real cost to the consumer during the year, is the difference between the value of the car at the beginning of the year, and the value of the car at the end of the year. Should the value of the car somehow increase in value, which is possible for a variety of reasons, the seller may perhaps be obligated to pay a capital gains tax when they sell it! %-)
That is one cost. Fuel, maintenance, etc are others. However leaving aside vintage Ferraris and the like, few buy a car as an investment.
