Yes it is reminiscent of the 5/21 watt tungsten fault. Are the lights on the boot lid supplementary break lights then? If it's a fault, the application of the breaks is nor affecting it.

The light clusters on various VAG vehicles are programmable via an OBD II lead, that looks like the "pace car indicators" mod

Modern cars don't send an individual switched 12V supply to each lamp, they send a single 12V permanent supply and a CANBUS signal to a controller within the lighting cluster which turns the individual lamps on and off (more likely LEDs than incandescent nowadays and they get strobed which some see as annoying flicker)

They flash together, not alternately but I imagine there is an option to do that too.
