Did they say what they were swappng them for and what they were used on?
I would be swapping them if they were used on SWA to earth the armoured strands.
The words "not permitted" may have been better saying "not permitted to be used in that way"
Only a guess as BS951 clamps are fine for use on copper pipe.

This is on a gas supply pipe, dunno what material.
Is it a TN-S supply? Is the BS951 clamp used for the connection for the earthing conductor to the incoming sheath? It's a regular occurence, but one that should only be fixed by the electric supplier/distributor. In most cases there is no real need to change it - could cause more problems changing it than leaving it in place.

Hopefully the owners side. You are not allowed to bond to the incoming side of the meter.
That's why I asked ... Guess whose side mine was installed on when I moved in here? I also discovered that the bonding to the water pipe had been cut through by angle grinder when they made the opening for the kitchen extension!
Yes, I have that fault, but they refused to fix it when changing the meter. 20 years ago when they previously changed the meter, they said they'd come back and fix it, but never did.
Another thought - used the indoor type outdoors?
