Seems like it but I think the difference here is one is an independent / international organisation (so *not* the EU and with it's own rules) and the other dealings with / re the EU.

But it looks like the principals are exactly the same in that it is preferred (required) for anyone representing a body should / might have a vested interest in the outcome of that body in the hope to gain the best outcome for said?
