I am not sure about a railway, or air traffic control tower, colour signal lamp. as it looks as though changing the bulb to give a different colour would not be a quick job. The tips on the bulbs suggest a date no later than the 1920s. After that, the tube used to draw air out of the bulb was hidden in and protected by the base. The mechanism at the top of the handle, is probably important, but unclear. Perhaps a morse signalling switch?
My guess is that it's for medical use - there are similar Soviet blue lamps for "therapy" on ebay. The plug is a white 2-pin dropped to the left of the base, and the switch is a rotary flag on the right, supported by the hook. I see a straight crack on the right side of the frame, maybe concealing a hinge to allow the frame to be opened for lamp changing?
