But building regs, if I remember correctly, only *require* these as a means of escape in certain circumstances (specifically, if your staircase doesn't lead directly outside without passing through a "room"). They are only recommended in other situations (I know because we had a choice of putting in the windows, or changing our open-plan downstairs).
