AutoCAD would be the obvious, but it's quite expensive and would take some time to get to know. Any others, cheaper the better?

Try Dia. It's free and it works!
Or TurboCAD from IMSI. That is fairly cheap, but I noticed a free copy was included on the cover CD of a computer magazine fairly recently. Did you or any of your acquaintances get that issue?
