As I understand things, emergency responders, including police, fire, and EMS, can be directed to use lights and siren, typically referred to as responding "code 3", but often it's left up the responder's best judgment. In your example, he may have been responding at a reduced code, meaning no lights or siren.

You could have asked me as I have used every code that was popular at the time and on forward.
A lot of agencies have adopted "plain speech" say what you want. This has also gone the way of computers in emergency response vehicles as to when responding, on scene, transporting, at hospital, available for service for EMS. Lights and sirens were mandatory during response in PA. Patients are: Class 1 was at deaths door, Class 2 as next level down, circling the drain - these were lights & sirens en route to the hospital. Class 3 was no lights or sirens - fractures, syncope, minor calls. Class 4 was a psychological emergency with an X added if the patient was unruly. Class 5 is snake eyes - dead.
Fire co. Chief # responding, chief on scene with a single family dwelling/commercial bldg with nothing showing/smoke from side C/everybody out/possible entrapment/hazmat/mva/elevator/high angle/low angle/trench rescue, etc. Side A is the front and goes clockwise around the bldg. Side B is left,side C is back, side D is right. Chief # setting up "Newsgroup command" on fire ops 4 (which the other responding units report to) with first in engine to hit the hydrant and through the front door and first in ladder to rear of structure and open the roof, tankers to set up at... - depends on fire co protocols for the box-which is a preplan of actions. Response is lights and sirens unless the officer states to reduce speed. Pot of food on the stove has been artfully changed to 'culinary mishap'.
PD similar except for car stops-make, model, registration, number of occupants, location, descriptions of actors, shots fired, I need EMS/FD/fire police, etc. Touching the back of a stopped vehicle is a non issue. The officer may do it if they see the deck lid is ajar or questionable. There has never been an ID of anyone from fingerprints on an actors vehicle.
Every jurisdiction can be and is different.
The reason the big red trucks and police cars park at an angle is to present a larger sight picture to distracted/drunk drivers. This did not help recently in a crash near Philly. First responders were in the process of taking up after being in service at a drunken driving accident when another drunk driver drove along the shoulder striking and injuring: a state trooper, two firefighters and killing a firefighter who had just pushed two other ff's out of the way of the drunk - *verified*.

However the way court cases are backed up and as long as it takes for a trial they will probably die of old age.
There is no way that a trial should take more than a week. If there is not enough evidence , then there is no use for a trial.

In some cases there are many witnesses. Sometimes the person is arrested at the crime. Say like Ruby that shot Oswalt. That is even recorded on TV . Almost no way could he could not be 100% guilty, but the man does deserve a quick trial.

Racist ^. The reporting of the incident obviously shows illegal gun trade. But to assume race is very much an A hole, racist stereo type. Furthermore… I knew camisha. I Went to school with her. The news of this shocked me and floored me. Sound like excellent guidance. In the case of Arizona, the GOP partisan legislature handed over election ballots and other materials to the partisan Cyber Ninja guy. He was a highly partisan hack, he was onboard the stolen election lie train the day after the election. And he had no experience in auditing elections or anything else. Among the Qanon crazy BS he looked into was if there was bamboo in the ballots, which would somehow, supposedly validate the crazy conspiracy theory that China flew in ballots. And they looked for UV watermarks, another Qanon crazy claim, where they said Trump put secret UV marks on ballots. Apparently it never occurred to them that if true, then it would be Trump that was committing the election tampering. Why would any sane, reasonable person not see that people like that should not be allowed anywhere near ballots? If they want a fair, honest audit done, hire a firm that has done it, is credible, get one of the big accounting firms, assure that there are observers present from both parties, etc. Still, even this farce of an audit did not find bamboo, UV watermarks, or anything else that could have changed the outcome of the results.
