Does a lamp come on when you plug it in or are you just seeing voltage on a digital meter?

Three possibilities:

Wrong breaker Stray voltage being read by high impedance meter Circuit is cross wired with another one

Only 3 is bad and needs fixing.

Like Fretwell suggested, plug in an incandescent lamp, hair dryer, or electric kettle that's turned on and see if it works. If it doesn't work then see if the voltage is still there when it's turned on. A high impedance meter, you could read some voltage with an open circuit, but with a load it will disappear. The other indication that's what it is would be a voltage that's less than they normal voltage, eg 20V instead of 120V
