System comes on for a few seconds then goes off. Selecting Emergency does not force the system to start
Heating is not working, Emergency and Aux do nothing. System seems to kick on for a few seconds and then go off.

There are 2 seperate power sources on a heat pump. The indoor unit should operate even if the outdoor unit is off. In emergency heat mode you are shutting down the outdoor unit and operating soley on the indoor unit. Check your breakers and see if any are tripped. Also there maybe either a breaker or fuse box at the indoor unit. It sounds like you are not getting power to the indoor unit.
