I'm in the middle of a home purchase and the inspector just sent over his report with a big red flag on the main electrical panel. The issue with Federal Pacific Electric (FPE) Stab-Lok panels isn't just that they're old; it's a documented mechanical failure that's been studied for decades. The primary problem is that these breakers have a ridiculously high failure rate where they simply refuse to trip during an overcurrent or short circuit. In testing, some of these units failed to trip up to 60% of the time. When a breaker doesn't trip, the wire in your walls becomes the fuse, heating up until the insulation melts and starts a fire. Another technical flaw is the way the breakers connect to the bus bar. The 'Stab-Lok' design uses a friction fit that tends to loosen over time. This creates a high-resistance connection, which leads to arcing and localized overheating right at the panel. You might not see any scorched marks on the outside, but if you pulled those breakers off, you'd often find pitting and melted plastic where they meet the bus bar.
I’ve seen cases where someone was running a 30-amp load on a 20-amp circuit for twenty minutes and the breaker just sat there humming while the outlet started smoking. It’s a terrifying thing to witness because the safety device meant to prevent the disaster is the very thing that's failing. The reason your inspector was so blunt is because these panels are essentially 'guilty until proven innocent' in the electrical trade.
You also need to consider the insurance aspect. Most carriers will flat-out refuse to write a policy on a home with an active FPE panel, or they'll give you 30 days to replace it before they cancel your coverage. If you're still in the negotiation phase, you shold definitely use that inspection report to ask for a seller credit to cover a **panel upgrade**. Listen, the previous guy is spot on. I’ve ripped out dozens of these and it’s always the same story. If you want a real-world example, I once pulled an FPE NA240 that looked pristine on the outside, but the bus bar was pitted like a piece of Swiss cheese. Those double-pole breakers are notorious for 'jamming'—half the breaker trips internally but the handle stays up, keeping the circuit hot. Don't cheap out here. Get a quote for a Square D QO or a Siemens PN series load center. If you want the best reliability, the QO copper bus is the gold standard for residential swaps. Trust me, these things are paperweights with a death wish.
Seen 'em all since the 70s and I'll tell you, those Stab-Loks are the only thing I've seen that actually gets worse the more you use 'em. Back in the day, we thought they were the cat's pajamas because they were cheap and easy to slap in, but I've personally seen a 2-pole breaker stay live even after the handle was snapped to 'off'. Talk about a nasty surprise when you're probing a circuit you think is dead. If you’re lucky, you can still find the old Zinsco panels around too—another fire starter. Just get a modern Square D or Eaton put in and sleep better. It ain't worth the gamble.
