I need to mount several items from a rad to a toilet roll holder to the wall. The walls are brick covered with plasterboard (dot and dab) and then tiled. Should I drill through to the brick to insert rawl plugs? Can anyone advise the best method

Yep, rawl-plugs/wall-anchors of any kind that fit the supplied fastener are the best method. However, you may want to Silicone your attachments to the tile as well. This will stop any future movement, which rawl-plugs/wall-anchors don't like much at all.
