Do a google with Spinning Wheel Plans and you will find something like -

and more. You will probably have to pay a modest amount for the plans.I'm looking for plans to build a spinning wheel. Any help would be appreciated.

This won't help with plans, but they just had a show on Modern Masters on HGTV about a guy who makes high end spinning wheels. It showed some of his techniques which may be worth taking a look at.
