Which local council will be responsible for ensuring gutters and fall pipes on private retail buildings are adequately maintained?
As in there is a certain building in the village which fronts directly up to the main street and its guttering and fall pipes are in a terrible condition, such that when it rains, the gutters are so choked with debris and the fall pipe disconnected from the gutter, that everyone passing by becomes soaked.
