Which council department?

Which local council will be responsible for ensuring gutters and fall pipes on private retail buildings are adequately maintained?

As in there is a certain building in the village which fronts directly up to the main street and its guttering and fall pipes are in a terrible condition, such that when it rains, the gutters are so choked with debris and the fall pipe disconnected from the gutter, that everyone passing by becomes soaked. The cast iron fall pipe is hanging off the building and at risk of falling from a high first floor gutter onto someone walking past below..

Environmental Health I'd imagine. It seems to have become one of those often renamed departments with sundry names in different parts of the country though.

At one time it was called Green spaces and wllbeing or something equally stupid here. Brian
