Parts of different things that someone has randomly stuck together. The ship's wheel, shaft, support bracket and chain sprocket is clearly off a model boat, while the wooden part originally supported one end of something long and curved - ceremonial mace, yard of ale?
I thought it might be part or an orrery planetarium, something like one of these:
