What is it? Wooden base weighs 13 oz., with brass attachment,
17 tooth gear at one end and ivory ship's wheel missing some parts at other end. Antique?

Parts of different things that someone has randomly stuck together. The ship's wheel, shaft, support bracket and chain sprocket is clearly off a model boat, while the wooden part originally supported one end of something long and curved - ceremonial mace, yard of ale?
