It is probably more accurate to say that, as an independent sovereign state, it has chosen not to join others in applying sanctions.
It's no different to Germany and other European countries buying Russian gas.
When a country has committed heavily to one energy supplier, switching to an alternative is not something that can be done overnight. However, what most do include in their sanctions is not trading with Russian banks.
