Son asking the following for fitting toilet pan. Anyone know the answer. (Image below) I have no idea of the make of toilet other than in Holland.

i think it?s saying if the reservoir is high up then i need to install the plastic fitting. and if not then remove it......
toilet is about 30cm below lowest point of reservoir"...............
