If those aren't installed then you've still gotta install that bit on occasion, but it avoids 98% of digging up. If you do install suitable pipes there then ya don't. No mystery there!

This is the wrong place to raise a point of order.
The cause is Satnav. It directs trucks down roads they'd previously never find. The roads never designed for such loads.
especially since asphalt concrete IS tarmac.
bitmac really, tarmac was made with coal tar.
