What the west found out in Afghanistan is that those who live there can afford to wait it out until the invaders decide to go home.

You can see in this sample photo, the last of the license system for bicycles where I used to live. They started with metal plates, but switched to a sticker, and where this sticker is places is the *mandatory* location for it. This is not me picking the location. That's where it was to be placed (where it would not be covered in road dirt).

The size of the number on the "plate" and the location, tell you this is only for recovery purposes, on a bicycle population which lacked manufacturer serial numbers. Today, bicycles have a serial number on the frame. And that's why, even these stickers have disappeared as a scheme.

As another example, I have *never* seen a policeman pull over a cyclist for having no lights at night. Even though that's a grievous offense.

What I have seen, is when a skateboarder (no lights) was boarding in the middle of the road and *blocked* a police car traveling in the same lane, he got pulled over :-) See, that's what it takes. Impede the forward progress of a police car.

We live in a "complaint-based" society.

Have a problem with the behavior or antics of another citizen ? Take a picture, or shoot video. And shoot high res video. Don't waste peoples time with 640x480. You need a lot of pixels to capture the perps face. A lot of people seem to be blissfully unaware of this when setting up surveillance cameras on their property. And this recommendation, is for the same reason you guys are installing dashcams. You're not installing those for fun. In a complaint-based society, evidence is what matters.

If I'm a cyclist who is a "serial red light runner", I'm going to take that metal plate and just stick it in my pocket. And if someone asks, I'll say "the screw fell out". But I don't run red lights, so have no need of subterfuge.

The reason ricers obscure their car plates here, is because of speed trap cameras and red light cameras. One of the speed trap cameras has so far produced $5,000,000 of revenue. To give you some idea how lucrative those cameras are. Even an army of policemen, could not produce a stream of revenue like that from a single intersection. At one time, the $5,000,000 camera was obscured by tree cover, which I thought was "very clever". It enforces a 40kph limit on a four lane wide road.

The cop did let him walk it home.

But a dash cam also proves you were at fault too.
