Not sure about punishing the people though, it does not seem that slow a response, but then again I'm judging by uk standards where the tea break ethos still seems to exist.

I am always amazed that the French can have a 24x7 nuclear power system run on a 25 hour week.. No wonder they want money..
And with only ten hours a day...
