Well there needs to be a lot more cynicism in government about so called tendering practices and also who does the evaluation of how much work has to be done. Its not just nuclear balls ups we see, its everything like computer contracts and critical infrastructure projects like HS2 etc that all seem to end up controversial and over budget. Brian
Organisations can find ways to phrase questions and interpret answers in ways that favour the supplier they wanted in the first place.
They got caught out this time, though. Hence the liability for compensation to Bechtel.
