Unlike the world you work in, there are ways to enforce compliance that go beyond standard disciplinary action. That tends to assure that people don't do their own thing.

Which results in computers running ancient versions of software with well-known security flaws.

There are areas to work in where what may be a bit daft in another job can get you jail time. Messing about with computers in anything connected to a nuclear facility is likely to be on that list :-)

At least known flaws can be addressed.

Just about anything running WINE if you don't have 'Doze.

The last time I looked, Office wouldn't run under Wine (unless you buy the CrossOver version) so do the Office viewers?

Iff you are allowed to install the patches, which seems to be a time consuming process in your organisation. Therefore many known vulnerabilities could be left for quite a while.
