Maybe, but few cars had mudflaps even before anyone cared about emissions or details about mileage. They had fender skirts however.

USA: "fenders".
I believe the US variants had wings to meet regulations. They truly were wings and started flapping at around 70 mph and developed lift.
But I see decent cars without them. And my question would have better phrased "why are cars allowed on the road without mudguards?"
They don't cause any problems. Nothing to not want.

Well, it doesn't.
And, these days, many (most?) people don't even seem to know what a bumper is.
It used to be that the bumper was exposed for all to see. You know, that chrome thing across the front and rear of most vehicles.
On the vast majority of vehicles these days, all we see is the bumper cover. The actual bumper, or bumper bar, is hidden from view.

3%. Come to think of it maybe just an an American flag sticker would do it.
Why would they be mandated? Do you have any stats that show that *cars* without them are a danger?
It's not like studies haven't been done. Many trucks not only require mud flaps, they also require side shields because - due to their height and lack of fenders - they actually do present a danger to other vehicles. Not just from road spray, but also from rocks and other debris.
