Toro self-propelled lawnmower: front wheels lock up when pulled in reverse

I have a Toro self-propelled lawnmower. The drive is via the front wheels. Last month, i noticed that (when the clutch is not engaged), it became ridiculously difficult to pull the mower backwards. It's the front wheels that spin easily forward, but are almost completely locking up when pulling backwards... you can hear the gears grumbling when this happens. This was never the case before. Anyone know what to look for and how to fix? Advice appreciated. Thank you. Theodore

Find a parts diagram and look at the drive assembly, it's likely worn out and may only be replaceable as a unit.
