This is illogical. If you use an app to use them, they know who left them there, and they can bill you.

It's always been like that. But as a kid I was a constructive vandal. About 15 years ago a bus came within 2 1/2 miles of my home twice a day. Then the paper mill shut down and that was the only reason for the run.
