Remember that with the "deregulation" of AT&T in the 1980's, your local telco (LEC) does not have to be your "long distance" (inter-LATA) carrier. They might provide LD service, but they do not have to. You are free to choose any LD carrier that does service your area, generally listed in the front pages of local telephone book.

The guy says he lives in an area where the telephone company does not provide long distance service.

He can get DSL service but not long distance.

Why not? There are lots of providers that he could use. There hasn't been a requirement to use the telephone company for long distance for a really long time.
