Saw a guy yesterday working on some overhead lines who was basically standing on the top rail of his boom lift bucket instead of just raising the machine another three feet. He wasn't even clipped in. It's one of those things where you stop and wonder if some people just never read the manual or if they're trying to save thirty seconds by not hitting the toggle switch. Later on, I saw him again and he finally had a harness on, but he still wasn't tied off to the anchor point. It felt like he was just wearing it for show to keep the super off his back. I've been thinking about whether this is a lack of training or if the gear actually gets in the way of certain tight angles near a utility pole. Do you guys think these shortcuts are usually due to a time crunch, or is it just old habits? I'm curious if anyone here feels like the standard safety protocols actually make the job harder in specific spots, or if there's really no excuse for not just positioning the basket right.

I’ve spent plenty of hours in a JLG 600S and seen exactly what you’re describing. Usually, when someone is standing on the mid-rail or top rail, it’s becuase they didn’t position the chassis right to begin with and now they’re maxed out on the boom extension. It’s laziness, plain and simple. Moving the base another two feet back or forward takes time, and some guys would rather risk a twenty-foot fall than reset their outriggers or drive the unit over a few inches. As for the harness, wearing it without being clipped to the D-ring is just theater. I’ve worked with old-timers who claim the lanyard gets snagged on every bolt head or utility bracket when they’re trying to reach into a tight spot, but that’s a poor excuse. If you’re working near high-voltage lines, the last thing you want is a sudden jolt or the basket kicking back when you’re not secured. In my experience, it’s rarely about the gear getting in the way. It’s usually a mix of overconfidence and a boss breathing down their neck about the schedule. I’d rather take the extra sixty seconds to adjust my height than end up as a statistic because I wanted to save a moment of toggling the joystick.

The safety gear often feels like it's designed by people who never had to pull a heavy cable while twisted sideways. A standard lanyard can catch on a bolt or a cross-arm, and suddenly you’re jerked off balance. I’m not saying standing on the rails is smart, but I get why guys do it when the "correct" way involves repositioning for twenty minutes just to clear a single branch that’s blocking the basket's path. It's less about saving thirty seconds and more about the frustration of the equipment fighting the specific geometry of the pole.
Spot on. I’ve seen this way too often, expecially when the ground is slightly uneven. One thing people forget is that standing on that top rail doesn't just risk a fall; it messes with the load sensors on newer models. If you shift your weight like that, some of those newer lifts will acutally trigger an alarm or lock out the controls becuase they think the platform is unbalanced. It's a huge pain to reset the system just because someone didn't want to bump the joystick up a few inches.
Have you ruled out that the lift might have been malfunctioning or throwing a sensor error? I've been on sites where the platform leveling system starts acting up or a hydraulic toggle gets sticky, making it nearly impossible to micro-adjust that last foot of height. If the machine is being finicky, some guys just get frustrated and climb the rails rather than fighting a jerky joystick near a live wire. It's still not right, but is it posible he was dealing with a rental unit that was just a total dog?
I’ve learned the hard way that a retractable lanyard is the only thing that acutally works for me in those buckets. The standard 6-foot shock straps always get tangled in my feet or snag on the basket controls when I'm trying to pivot. Switched to a 6-foot retractable (SRL) that mounts right to my harness and it stays tight. No more tripping, and I don't feel the need to unhook just to move around. If that guy was struggling with tight angles, he probaly just had the wrong tether setup dragging under his boots.
The issue is usally that the standard harness and lanyard setups are bulky and uncomfortable, wich leads to guys 'forgetting' to clip in. I switched my crew over to the 3M DBI-SALA ExoFit STRATA harness and the difference in compliance was immediate. It’s designed to distribute the weight better so you don't feel like you're being dragged down while reaching for a wire. If the gear acutally feels good to wear, you're way less likely to treat safety like it's just theater for the super.
