By running are you refering to the fan? Have you verified the compressor is actually running? Is the filter clean? Is the evaporator coil clean? Is the condenser coil clean? Does the evaporator coil feel cool when running and is any moisture present on the surface of the coil? What is the temperature of the air entering the unit, room temperature? What is the temperature of the air comming out of the unit? Does the condenser coil feel warm or hot? What is the outdoor air temperature? What is the temperautre of the air comming out of the condenser?
