Using router bits in a shaper

Shaper bits are far less expensive than cutters and can be used in the router bit collet in my Delta shaper. Are there any issues with small to medium-sized router bits being used at 10,000 RPMs in the shaper vs. 20,000 RPMs in a table-mounted router?

if you run a small diameter router bit at low speed and try to feed into it too fast you will run the risk of breaking the bit. some materials just won't want to cut cleanly with the low tip speeds.
