Is the cover hinged along the seam at the 12 o'clock position so cyclists can gain access to park/remove their bikes?
Yes. With the cover counterbalanced so it is easier to lift and isn't inclined to drop with an almighty clang. Pictures:

PS They take up more than the half a parking space some claim. But better them than the "parking space planters" promised soon.
Yebbut, it is a cyclist thing so it doesn't matter if it injures or inconveniences other road users.
Cyclists can do no wrong.
