They have certainly issued the necessary notice under Articles 25 and 26:

That doesn't mean it can't be done. The pictures I saw of one of the Belgium / France border checks just after the Paris attacks appeared to involve closing the motorway and diverting traffic into a service area, where the checks were being carried out.

A colleague came back from Europe at the weekend. They drove through Belgium into France to get the chunnel. He said that as they came down the motorway to the Belgium/France border, all traffic was directed off at a junction, and straight back on the other side. No checks being carried out, just a short stretch of motorway in the middle of the junction closed (for no obvious reason).
