So... I've been rummaging around on t'interweb. There are the usual, paid-for, web-based usenet services like Easynet which are geared up to users of binary files and there are three text based services listed in the Wikipedia article on Web Based Usenet one of which is Novabbs. I think we have to strike that one off the list, don't we?
Next up, Nemoweb.net seems to work.
That their interface is in French needn't be an impediment but the fact that it only seems to carry the Big 8 and fr.* groups might be.

none of which is really adequate for asking if they could add uk.d-i-y and uk.legal.moderated and maybe umra too, pretty please?). Anybody up for popping in and asking them?
Newsgrouper.org also works. Not that you'd know it if you connect from anywhere in the UK when all you will see is a big bold notice saying they no longer serve the UK because of the Online Safety Act. However, when I popped over to The Netherlands one afternoon, so to speak, it was working fine from there.

Many years ago I sorted out web proxying so I could do my browsing outside of the UK for the simple reason that I do not need to be treated as a suspected criminal by my government. Best move I ever made. I can be in the UK, USA, and several non EU and non-Five Eyes countries.
None of this Online Safety pish bites me at present and all for €3.99/month ;-)

Recommended - price is good and decent low profile software. The only thing I haven't figured out is the kill switch ((close applications if the VPN becomes disconnected). I'm sure it's in there somewhere.

I am using news.eternal-september.org to access this NG.
It doesn't carry binaries and I had to register myself as a user, but it is a free server.
It is reasonably reliable. It occasionally goes off air (ie it doesn't update with new posts) for a couple of days, but it always comes back including the past missing posts.

Me too, Quadrotto (?!?) But the OP was asking about web-based usenet and I must admit there are some times when Novabbs (requiescat in pace) was really useful because I couldn't easily access a news server at that particular time.
