Will ABS/PVC Cement weld plastic drain pipe components together?

Yes, if the pipe is PVC or ABS - many are.
I've used ABS/PVC multi cement to weld 82mm drain pipe parts (a sewer vent pipe, 82mm being an acceptable size to building regs).
There are two separate solvent weld cements, one for ABS and one for PVC. One works fine on the other, the other does not. Not sure which way round.
"Plastic drain pipe" is ambiguous, do you mean the white stuff connected to sinks, the grey or black stuff connected to gutters and loos, or the brown stuff used underground? Shed or supplier web sites will tell you which material they are made of.
Whoops! The black plastic piping that you might use for a gutter drain, not the often white pipe that you might use for a bath, sink, washing m/c drain. One of the components I want to glue together is described as PVC, so hopefully the other one which comes from a different supplier is as well.
There's a combined ABS+PVC cement too - I've used it.
