I took my bin out 2 days early because I was working away on the altered collection date.
When the gf came round to feed the cat later that night she told me that several neighbours had also brought out their bins as they assumed that I knew something that they did not know.

We weren't allowed a dropped kerb to the front of our property because or front garden was 'too short' (for their rules, in spite of it being long enough for both the cars and all the motorcycles in question).
Their justification was that we could then buy a car that was 'too long' for our drive and it would overhang the pavement, potentially creating an obstruction (something I believe was in the news somewhere recently).
Then they modified some of the road for end-on parking, so some of the longer cars overhung the pavement (as you say) from the road side but that (apparently) is 'ok'?
It isn't actually 'ok' when a vehicle with a long rear overhang happens to clash with some roadside furniture, like a BT cable cabinet and then you can only just walk though.

Ironically the reason that I don't have a garden is the same reason why the LA don't provide a collection of food waste at my address

Yes. I have no vision problems, but still find it irritating.
We put out two bins each week (1 food waste weekly, 1 general waste fortnightly and two recycling bins monthly) and carefully place them on the concrete manhole cover on the grass verge. Our neighbours place theirs on the pavement, but right up against their fence. After the collections, all four are usually positioned to completely block both the pavement (used by large numbers of parents with pushchairs, due to the proximity of an infant and a junior school) and our driveway (very annoying when I arrive home in the pouring rain and have to park half-way down the road, walk back to move the bins and then go and collect the car).
I have even had one idiot deposit the emptied bin directly in front of the car, when I have been in it, with the engine running, waiting for the bin wagon to move away!
