The station used for clocks in Europe is DCF77 at Mainflingen (Frankfurt). The UK is within range of the signal (2000km). I have several devices which use it.

The Rugby (now Anthorn) and Frankfurt radio signals are different. They just transmit the raw time, and that's it.

The system carried on Radio 4 Long Wave is a different kettle of fish. It allows your energy company to trim the on/off switch times of your Economy 7 (or older systems) to suit them. Not by very much, but enough for them to spread out the switch times by a few minutes either side of the nominal . Clusters of time-switches can also be addressed I think ?

However, the data rate is 24 bits (yes, BITS) a second, so it's a very slow carousel of data. (Imagine when you used to select a Teletext page, and you waited for it to come around, but far far longer !)

I doubt that. It still had a population of 114,400 in 2021.

I was thinking of the GPO Radio station, not the town - where I went to school
