Mine has been reset to my house phone number rather than a mobile. Agree it can be a pain.
The self-assessment login uses a direct call with a synthesised voice to my BT line reading the number rather than sending an SMS message for reception by our chosen method (which is actually text).
That may not require a return and self-assessment. It depends on the nature of the income and other things.
And with apologies if I'm teaching granny, you are (probably) under an obligation to tell HMRC about the new source of income.

I used to stick my works phone in the microwave, shielded the phone enough that lost contact . Reason for doing that was if the phone was turned off by its off button the network would announce to the office that "The number you are calling is switched off" or some similar wording. If the phone just lost contact the message was something like this phone cannot be contacted or whatever the words were and was the same as if I was driving in a poor reception area. I did this because the office had an annoying habit of discovering they had sat on a job for hours and it would go out of a target time unless they issued it at which point it became my target and they often issued it 15 mins or so before my time of being on call ended.
99% of the time it was completely ridiculous, the customer may well have been a bit annoyed that I had not attended in the afternoon after they called in before say 13.00 , but would have been even more pissed off after me getting the job at 20.50 I arrived to fix something at 23.00.G.Harman

Incidentally, if HMRC follows through with its current plans*, most self-employed people and landlords will have to report their income and expenditure quarterly throughout the financial year from April 2018. And we'll all have to install special software to keep HMRC-compliant records.

And it shows as 'number withheld' on caller id, so be careful not to use the new BT facility to divert such calls to a junk voice mailbox.

Using a female voice who sounds like a North American of African origin, who needs her adenoids sorted out and also while eating a big mac !.
And just you try and use the services on GOV.UK if you don't have a passport and you don't have a mobile phone. Utterly impossible to get anywhere without the message 'we cannot validate your identity electronically' and no recourse to optionally talk to a human operator. You get the door electronically slammed in your face, and that's it.
Utterly infuriating. But anyone who has a ltd co will have their full details available for anyone in the world to inspect on companies house website. From there you can get DOB, address, and look at all the pdf scans of all the paper documents including signatures.
Wonderful. They have even dropped the £3 fee which provided a useful audit trail of inquirers.
If you don't have a current passport and a mobile phone then it will take more than a little time. It will take infinite time...
We had this problem, our house is in a local 'dead spot'- there is a good signal a mere 20 m away.
Our mobile company provided, after a bit of 'convincing', a 'picocell' which connects to my broadband. I can register all of our mobiles (from the same provider) with it, and those of friends etc. I think up to 30 or so. It gives us mobile coverage over most of the house (which is larger than most), including SMS etc. I can even 'surf' the net via it, should I wish to. There is an app to make calls but you can use the phone as normal (ie without the app). At least two companies provide such boxes I know of, probably others do.
They refused to believe I didn't have coverage, on their map I do, but I convinced them in the end by threatening to cancel the contracts. They had to use my land line to contact me to try and change my mind, which rather proved the point.
Indeed, I have a Vodafone device. My house is made of hard 1911 bricks; I can just geta signal on my front porch - but nothing indoors without the device.
The 3 network just provide an App with no additional gadgetry that uses your WIFI , or any other you tell it to . Works quite well for both voice calls and texts both in and outbound , trys the phone and if no response sends it using the landline and wifi.
It was one of the reasons I changed from Vodafone to them.
Vodafone signal was always borderline here almost requiring climbing a tree till last summer when the signal vanished completely. Affected most mobile users in the village as even the poor Vodafone signal was the only option . Numerous complaints and some digging by the Parish Council eventually elucidated that they had altered the aerials on the mast to improve the signal in another more populous location in a different direction from the mast no doubt because it stopped more people complaining overall.

I don't think any part of UK officialdom (online or in real life) other than the passport office or border controls have ever shown any interest in whether or not I have a passport.
Certainly not HMRC and I have multiple accounts with them (self-assessment, personal VAT, company VAT/corporation tax).
I think this may be a *beta* service my wife bumped into when trying to amend her notice of coding. They wanted passport number as well as usual login number and password and then did the *we have sent a number to your mobile* which happened to need charging!
Something wrong with their coding anyway as the script would not accept that she only had one item to report....

I have to say that I *was* able to use the income tax self-assessment website last month, using just my normal gov.uk login and a landline for authentication.
Not that I am impressed by their new 2-step verification system. It allowed me to set up my landline number to receive the authentication code, and that worked all right. But I am not sure how that makes it any more secure. A fraudster who had my login details could have done just the same.
