The smaller vessel is likely to use the smaller original locks rather than the new larger locks. In addition, if the vessel is very small the lock would be stuffed with as many smaller vessel as it could take.

That assumes that there is a high volume of smaller vessels transiting the canal. That isnt in fact the case.
Somewhere in Poland they haul a ship up an incline on a massive cradle running on rails, so no need for locks.
It was shown on one of Michael Palins new Europe series about
20 years ago.
The cost of shipping a lot of the stuff that Europe depends on has gone up because of the problems with the Panama canal and the middle east issues.
