or thinking laterally a bit, a source of rubber end caps (sort of like pub pool cue end rubbers?) that I could stretch to fit around the oval bar section??

No it bonds to itself over time.

Only takes an hour or so. It does not work in the wet. Marvellous stuff - every diy bodger should have a roll.

what colour is it (when set)? how smooth can you get the outer surface?

How about making your own from sugru?
No but there may be some slight tackiness initially which can easy be cured by using some talcum powder.

Shrink the sleeving onto the end of the tube then pinch the open end with long nosed pliers to close it into a cap. Trim off the excess when cold, about 3 or 4mm left as a pinch should hold fine.
