At one time there was a strange camera on a lamp-post in the next village to me which pointed almost vertically downwards at the grass verge or maybe the road surface next to the post. Unfortunately the Google Streetview car has only been through there once, in 2011, and this was in 2018-20, otherwise I'd post a link to it.
Weird. Using Firefox on Windows 7 or 10, I don't even get asked for a password and just see the photo.
Trial run? If they are close together on a straight piece of road (are there any road junctions in the section covered by the cameras?) then each camera should the same events - albeit with a slight shift in time.
If there are significant discrepancies between the cameras, then this method of collecting data is suspect.

Going off at a tangent slightly, and returning to the earlier reference to the older rubber tubes across the road. Why were there always two? Was it just to avoid false-triggering - to be counted, something had to trigger
*both* tubes in rapid succession - or were they ever used to measure speed for survey rather than enforcement purposes, on the assumption that the same tyres would trigger both tubes which were a known distance apart and timing the delay between pulses, with the spacing close enough that the *same* axle would trigger both tubes before different axles of a short vehicle did so. I've always wondered. Common "wisdom" was that they could measure speed anonymously, but was there any truth in that?Is it like the "scales" in the bagging area of a supermarket self-checkout? I assumed that they measured the actual weight of each item whose bar code was scanned, to make sure that you didn't scan a light (and cheap) item and then put a heavier (and expensive) item into your bag without scanning it, with a database of barcode versus approximate weight. But I understand that they are only looking for an increase in weight (of indeterminate size) to check that you have put *something* in the bag.
That would, however, give highly detailed information on traffic, such as which vehicles pass straight through, which park up temporarily,e.g. for shopping, and which turn into properties with the village and stay there.
So they could tell the direction of travel, I think they could also distinguish type vehicle e.g. car vs HGV
