Not really. The pubs are full of floor-walkers taking orders and delivering drinks. It's easy to see if there are other people wandering around in the gaps between tables.

I don't think that applies to pubs, although booking might available at some. But they do check people in, up to their capacity limit.

But while on the margins, that's still within the scope of "materials", because the NHS isn't paying the agency to look after patients, for a fat fee which includes the agency's input costs plus a profit margin, but merely to supply individuals at an hourly rate which the NHS clearly find acceptable, given the dire shortage of permanent nurses.

The system is so entrenched the NHS even runs their own in-house agency which ex-employees can sign up to (and get shifts one at a time, there's no guarantee of continuity).

My local pub is pretty well policed inside. But not outside. And on a fine day their 'garden' - which is small - is packed solid.

The agency is supplying a service for profit. Since all services involve humans to a degree - not sure what point you're making.

For a long time in this country we've neglected training enough people for the existing demand. From bricklayers to nurses. So rely on already trained immigrants and free lancers. But of course those right wingers who think it's a good idea to reduce training (to maximise profits at any one point in time) also tend to hate immigrants.

The service they are providing is recruitment, which is fairly cheap. They aren't providing healthcare, and that's the point I'm making.
