A customer has splashed toothpaste on the black/white vinyl wall paper in her bathroom. She has washed it .. rubbed it with soap liquid but marks are still there. I imagine it will never shift ... unless someone knows better ?

Probably only chalk, but of such a small particle size that it penetrates the impenetrable. Some cleaners do the same on vinyl floors.
wash with mild acid. Vinegar etc.
I thought they used pumice rather than chalk though.
silica these days I understand...

An angle grinder will shift it.
Toothpaste contains a mild abrasive (maybe even some whitener / bleach, too) so rubbing it onto a surface will abrade it and could leave deposits in the newly roughened areas.

Well _I_ thought it was kaolin... and only chalk would be touched by the mild acid.

Well, certainly some toothpastes are still chalk
